there is lots of ways. 4x3=12+16=28. the number is 28. 8x3=24+16=40. the number is 40

No. It's -8, not 8; For 3 * 8 = 24 but 8 - 16 = -8 and 24 is not equal to -8.
But 3 * -8 = -8 - 16 = -24.

Three times a number can be formalized to: 3x
16 less than the number will then be: x - 16
These two expressions are set equal:

3x = x - 16 | -x
2x = -16 | :2
x = -8

That's it :)
