If the Charterer or shipper was not able to deliver the cargo at the agreed time, date and at the named part of loading, what actions can be taken by the ship owner against the charterer of shipper?

That information would be in the contract but usually penalities apply such as forfiture of cargo of fixed (monetary) penalties. It really depends on the nature of the cargo and its value. If it's just an xbox game then cavet empor (buyer beware) if it's 20,000 tonnes of iron ore then it's time to pull out your lawyers.
