I posted some of my artwork on a app called Paigeeworld where they forbid art theft and delete any drawings that are uploaded stolen on there.Someone commented on my posts that there was a user on a different app called Popjam that had all my art and there and appeared to be me.So I downloaded the app and saw that someone was posting my art without my permission and even cropped and scribbled out my water mark and had a shorter but similar bio to the one I had on Paigeeworld wich seems to be impersonation.Popjam doesn't care much for art theft though but isn't it also theft from Paigeeworld?I contacted Popjam and they haven't deleted the art theft account like I asked.All my art is done digitally though.I just wanted to know if what the theft did was illegal.

Yes, it is illegal. This is called theft, especially since it was done without your consent.
First of all, you should screenshot it. If you are going to take this case to court, you must have valid evidence.
I'd advise that first you warn the user that 'Hello, it's (usernane) the maker of the art you have published/posted. I have noticed that you have been removing both my watermark and have done it without asking me beforehand. I would like to ask for you to please remove it.'
If they do not agree, you should advise them sternly but politely,'This is a serious case called theft, punishable by the law. I am not afraid to take this case to court. I ask that you please remove the art that has been put on without any credit and my consent.'
Ask them politely. Normally, most people would stop immediately and apologize. If they do not, you should consider taking it to court.
