Could anyone please tell If someone goes in usa for study and never attend class and changes his city from first day. What kind of action will be taken action against him. I hear a lot of people in us live illegally can he live like other illegal immigrants

The INS will catch you, you could get in a great deal of trouble. As soon as you don't attend class the school will let them know and they will start to look for you. They will find you (because of extra scrutiny put on foreign nationals after 9/11) they are very tenacious and very good at what they do.
This is supposing you actually get a visa, even then if they are not sure of you then you may be turned back at the airport.

Answer

If you are in the US to study it means you have a visa for such.  Eventually a "Red Flag" will go up. If and when they catch you, then you'll probably just get thrown out of the country and barred from the US for a very long time.
