If I wanted to make an IOS app, like Waze or Blobix, basically a social GPS, what do I do? Would I need to learn a programming language, if so which one? Do i need any special licenses to broadcast app users locations to other users?

Answer

There are software suites that can make creating Apps easier, however you still need to know programming basics. If you're writing for android you'll need to know java, if you are writing for IOS you will need to know objective C; both have their strengths and weaknesses.  To publish your app to the apple store the license costs $100, I believe it is $40 to publish to Google Play store.
