Yes. As long as the rent is paid, you own the number.

Now you'll know how dumb I am......What do you mean by 'rent'. He currently has a cell with AT&T. No contract, we can change at any time. I assume I need a Verizon phone and would like to keep my number, but don't understand the 'rent' thing.

If your phone has a number and it works, you are paying rent, either on a contract or by air time.
