I don't really know how to explain this, so I'll just talk about the specific event. When I'm on a bus, I can see the person in the seat in front of me's lips and neck. If I can see them, can they see me? And if so, which part? (can they also see my lips and neck) And if it helps, were about 5-10ft from the mirror in the left front two seats of a school bus and the mirror is probably about 3ft by 6 inches to a foot.

I will use driving training as an example to answer your question.
when driving a car in the lane next to another car but just slightly behind the car next and ahead of you, you are supposed to make sure that you are not in their blind spot by placing your vehicle in a spot where you can make eye contact with the other driver.
so if you can see the other drivers eyes in their rear view mirror, they can see your eyes
as well. so if you use that as a guide line it would mean that if you can see their lips and throat they can see yours as well.
