So I want to start selling clothing. But all the screen printers around my area use low quality blanks (Qildan for example) If I ordered in lets just say Nike shirts with the swoosh on the left chest. And I put my logo on the right side of the chest and sell it. Does this go against copyright laws?

No because all shirts identify the brand of the shirt one way or the other and screening is a common and accepted practice. I am, however, sure the screen printers in your area would be happy to provide and screen on any brand shirt you want but there would probably be a up charge for the upgraded shirt.
