The iPhone might be carried locked and require a PAC (Port Authorisation Code).
Sometimes if the phone boots and shows a mobile network splash screen, it is likely locked to that network in which case, call your current mobile provider and ask for the aforementioned and supply said code to your new mobile provider, sometimes this is done between providers but can incur a charge such as £10-20.
