If I give someone money to buy an unprivileged person something for Christmas, and they lie and say they did but they didn't and kept the money for their self.. Is that Fraud? Is their any crime they can be pinned with? The person even boast about it on snap chat saying "I love scamming people".

Get a dictionary and look up "give". You have no control over the money -- you gave it away. If you wanted to have control, you should have bought a proper gift instead of copping out and giving money. Giving money for a gift says "I don't care enough to pick something nice for you, but I feel like I am supposed to give you something, and this takes the least effort."
