If I cancel someone s bid on eBay on an item I m selling, will the previous highest bid still be?

there are two bidders bidding back and forth and now one of them wants me to cancel their bid.

the starting bid was 18.50
the current highest bid is 30

bidder #1 started the bid at 18.50
bidder #2 bidded higher than them and they've been bidding back and forth

bidder #2 now has the highest bid at $30

if i cancel the 30$ bid from bidder #2 will bidder #1 still have to pay their most recent highest bid or will the price go back to 18.50?
