If I acquire someones IP adress, how can I locate what device that IP is coming from and where from?

You may or may not be able to get the location of the server that issued the IPA. Quite often the IPA is a temporary identification and might be different the next time a user connects. Also, a user might not get the same server every time. Servers identify my location over a fifty mile spread across a state line, so they don't even get the state right every time.
