I am a F.S.M citizen and I am not allowed to leave the Philippines because I have to pay the penalty for overstaying. I came here to go to school and graduated. Now I want to leave the immigration is holding me back, because I have to pay for the penalty first.
I've been staying here for almost 4 years. I had no idea I had to pay for any penalty.
called the F.S.M consulate and they told me I should be okay to leave as long as I go back to Chuuk and then to my destination.
If have been staying in the Philippines for 4 years do they have the right to not let you travel?
