crystalline materials are tough and do not allow absorption. semi-crystalline materials allow modest absorption. Fully amorphous structures on the other hand should absorb liquids i.e. water. Why glass does not follow this rule ?

Glass, quartz, and piezo all mean the same thing, sort of. Crystals are made by dissolving quartz in hot water at high pressure and allowing it to condense on seed crystals. That is how they make crystals for radio equipment, quartz watches, and piezo cigarette lighters.
I never heard of any such rule. Some things dissolve, some things don't.
