It depends on where you are located and what type of abuse you mean. It there is sexual abuse or physical abuse, then doctors, nurses, teachers, religious professionals (priests, ministers, rabbis), and social workers are all required to report abuse to the police and to Social Services. Case workers for Child and Family Service agencies must evaluate the situation and be convinced that the abuse is not exaggerated or imaginary. In come state a 17yo can marry without consent which would then emancipate the minor making her free from the foster system but married with all the responsibilities and problems that involves. If the girl has a job and is able to prove she can care for, feed, house and cloth herself with the wages earned she may appeal to the court and be emancipated. If the abuse isn't too much to handle then she might consider taking the time until she turns 18 to establish a job, apply for college and student loans. Leaving for college would provide a means of starting fresh and putting the foster family behind her.
If nothing else is practical, it's better to break the law by running away from home than risking rape or death at the hands of an abuser. But the risk of running into a worse situation is pretty high. Runaways are routinely kidnapped, enslaved as prostitutes and abused far worse than they were at home.
A good church will likely have some options. Many have group homes for "at-risk" teens and young adults. The Chabad houses of the Lubavitch Chassidic Jews are an option, as is Teen-Challenge.
