If a kid is born in a diffrent country but both parents are US citizens are they an American citizen

It's supposed to be that way, but the kid can't ever be a political activist. I knew a lady who was the daughter of an ambassador to China and she lived in constant fear that the FBI might send her back to China, which they apparently had threatened to do at least once.
