Depends on the place and which country you live in, but most places will hire you as long as you will turn 17 in the same year as you're hired. You might want to look it up at your company's homepage or info folder though.

I would say it is up to the management of the company you're applying for. If you get an interview and you tell them you are so close to turning 17, I can't see why they wouldn't hire you. You are close enough, it isn't like you are years off from the age they hire at. And through the interview and hiring process you might be 17 at the time you start anyways. It is up to them to decide, though.
