My baby is two and a month old he understand and hears. But he Isn't talking and I really waiting for him to tlk. He use to say da da and calling dog but it stops.
You should be patient. Always talk to him then he will start talking one day. They might don't wan to talk or maybe his communication skills develop slower. If you still worry about it, you can seek for specialist :)
