If 2 cars are going 80miles per hour and one has peek performance tires the other slightly deflated?

Are they still going to do 80miles in 1 hour?

These cars are in a race.
The cars are identical in every way but the tires, one has 4 soft tires.
Would the car with the softer tires be slower then the car with perfect tires, even though they are both moving according to the dial 80miles/hour?

i think the car with the soft tires even thou itsgoing 80 miles in the tires the tires would run a chance of deflating or getting holes or wearing tred alot faster then the car that has the perfect tires on them it also could lose traction become damaged faster be all over the road
