I would like to know how is it called the dice with sides 3,2,1,0,-1,-2?

One is called a die, or D-6 to emphasize that it has six sides. Two are called dice, or 2D-6, and so on. The numbers on the sides are determined by the game rules, so those might be called "Panzer General dice".
