But when I asked my doctor to do the same she refused and gave me a shot on only one side of my knee and it didn't help I still have the pain. Can you tell why she wouldn't give me a shot on both sides of my knee?

They were most probably corticosteroid (cortisone) injections. Corticosteroids are powerful anti-inflammatory medications. The doctors don't want to administer too much cortisone into the same area of a joint as the more cortisone your body receives the more side effects you could have, so the doctor most probably tried to give you less and hoping it would help.
Have you tried physical therapy instead? There might be other options for you to try to make your knee feel better.
