Can I apply to another university and what are my chances?

In my country if you are once dismissed from a university or school, then you can't rejoin any other one unless you have valid reasons with a proof that you can continue studying. As in your case, I guess you can get reinstated into school and make your grades go up if possible. Or just find another major that you can pass. Maybe a job that you can earn much money than having to waste time studying something you are not interested in.
If that is an American university, they will let you in but you are not going to do any better because they don't exist to teach anybody. Professors will apologize in class because they don't know what to teach or how to teach it. One chemical engineering professor even told his class we shouldn't expect much from our teachers because they didn't get their jobs by being good teachers. He actually thought it was our responsibility to avoid embarrassing him and his peers. To top it off, there is a fair chance that there will be no jobs when you finally get a degree. University is just not worth what it costs.
Get a simple job and a cheap pad within walking distance. That is so you don't have to waste your money on transportation. Save half of everything you earn. Yes, half. To start, keep your savings in gold or silver coins which you do not store in anybody else's vault. (IOW hide them at home.) Spend your evenings studying investment books at the public library. When you are smart enough then you can make other investments. If you earn ten bux an hour and save half, in only ten years you will have A HUNDRED THOUSAND BUX not counting interest or capital gains or paper profits: only principle. There is no other plan that will give you a net worth above zero in only ten years. And there is no school that will teach you any such thing.
Does this plan work? Andrew Carnegie worked five years, saved his wages, and then put it all into a tech stock: telegraph. You might have heard the name. His hobby was building concert halls and libraries.
