A bank will lend you money and if it's an unconditional loan you can spend it on whatever you want but there is no such thing as a company who will lend money to migrant workers on the off chance they find work in another country.
Depending on the country though your biggest problem is not money but a work visa, residency visa and probably qualifications. As someone who has and does live and work abroad I can tell you a degree level qualification is about the minimum required to even consider working abroad. If you have a specific skill set that can be a major advantage as well (or better!) but if you're an average Joe then you're better off staying where you are.
Money is not the top issue here: say you want to work in Europe. You would need to contact the appropriate embassy or consulate (France, Germany etc: addresses on the web) and seek a visa. Plus local workers get priority for jobs. Plus you would most likely need to be fluent in the language of the target country....and you would also need to show that you have "some" money to start with.
