I'm turning 18 and had failed a year because I was going through some stuff but now I'm good and want to finish school in the city. Next year I should have graduated so I would have been moving anyway so how do I convince her to let me move?

I don't know what your Mum is like so how will I know what you need to do to convince her?
All I can say really is that you should plan a little song to sing or poem to read out (Mum's like that stuff, but I don't know about yours) and then ask her. If she says no, sing the song or read out the poem. If that doesn't work, then I guess you could always be Home Schooled... xD
