There are many ways to do that, but you have to know how to do them, and that takes a while to learn. It's no trouble to put a disk on the second hand of a cheap clock, with notches sensed by a photocell, but you have to know how to hook up a photocell and use it to drive a motor. A more modern way would be a bistable multivibrator using the LM555 timer ic, but you need a lot more knowledge to hook that up. What you need is a friend who builds stuff.
