I turn a faucet on & the pressure is normal, then quickly drops. Everytime. Is it the pressure tank?

You have hard water. The scale has collected in a pipe until it is almost completely clogged. The clogged pipe is outside the house, so all the pipes in the house act like a reservoir. You have to dig up the pipes and put in new ones.
