I'm nearly 13 and I think I'm ready for a phone. I'm the only girl in my class without one. When asked my parents about possibly getting a phone, they said no. I respect their answer because I'm sure they have reasons. When asked why I couldn't have a phone they just said it's too hard to explain and that we could talk about it later. I have brought it up only a few times since then, but every time the avoid my question. Why do the do this and how can I get them to answer me?

They assume you mean a smart phone. That might cost a hundred to eight hundred bux for the phone and fifty to a hundred bux a month for the service. That is a lot to pay for something you don't need at all.
If all you want is a simple phone, you can get one at most grocery stores or any dollar store for less than twenty bux and around seven bux a month for service. That still is a lot to pay for something you don't need at all.
