I had water on a table and it got knocked over somehow and spilt on my extension cord, which immediately knocked out all of the outlets in my bedroom and the room next to mine. I checked the power board in the garage, which said the power was still on. So, I turned it off and on again, and still nothing.
The light and fan still work, just none of the outlets. How do I turn them back on?
I spilled water on my power cord and now none of the outlets in that room work?

You might have blown a fuse in the main box. Check that. If the fuses are all good and the power is on you'll need to shut off the power for safety (don't want a fire now) and call an electrician. The light and fan still work because they are on a different wiring system to the outlets and thus have a different fuse in the main box. That is why I think you have blown a fuse. Often it is a simply as flipping a switch in the main box to reset the fuse.
Almost certainly you tripped one or more ground-fault circuit breakers. It is unlikely from the description that the current would have been great enough to trip any 20 amp circuit breaker since most water without salt is a non-conductor or poor conductor.
First look at the outlets in your house. If any of the outlets have a small button less than 1 square cm in size, push it to reset. Typically ground fault outlets are located in the bathrooms and kitchen. Often a ground fault outlet will feed 1 or more other outlets. Also, check your circuit breaker panel. It may have a main breaker and a dozen or more 15 to 30 amp circuit breakers. If tripped, they will not be completely in the off position; just slightly less than the full on position. Regardless, turn each circuit breaker off and then on.
