I need help. In my class we are deciding id graffiti is art. HELP!?

Graffiti can be considered as art or just as insults like politics or the hatred for other is someone has a talent and does something positive or not insulting and you look at it and say that looks cool , yes graffiti is done by talented artist but graffitied swear words on a wall is just vandalism
