This guy has known me for 8 years until recently he has been staring at me, catching my eye constantly and teases me. He comes over sometimes but still looks at me and before he leaves he catches my eye. When someone sees him doing this he quickly looks away

cause he is giving you respect he probably i sn't sure which way to go if he watches you this could tell you hes interested in you if he is doing this and don't want to be recognized as being a weirdo cause of stareing mabe you could give him some sense of the word because of the way he appears to watch if you like him give him a sign
This guy sounds creepy, why don't you just ask him out?
Just make it something casual, if you're too shy try waiting for a normal conversation, then see what he's up to at the weekend or evening, pretend to be interested in it (unless you are interested in it) and ask if you can see what it's all about. Then naturally follow this up with a coffee afterward.
