The city did not offer water or sewage on our street when we built and we had to put a well and septic in; the city then ran water and sewage down our street; said all the people had to hook up and it was a $1500 to hook up. We would also have to have all our new lines run to the hook up on our 3 acre home site(home sits at the back of the property;cost $3500 for the plumbers part). We couldn't pay that out of pocket, like most other families pay check to pay check; one provider household of 6. We asked if we could make payments, they said no; we then asked if we could have a bill with just garbage pick up; they said no. We haven't heard anything, today we get a summons and say we owe over $11,000 dollars. I am very confused and don't understand when we first tried to get the city to run water here, they didn't; then tried to work out the new garbage payment, since we didn't have the water and they wouldn't work with us and now the county does this to our family.....anyone have simular stories or any advice. It sounds to me like you need a lawyer. Don't panic - it doesn't have to be expensive, because you don't have to start off with a full-on civil suit. A lawyer could write a letter to the city, to start with. That shouldn't cost much, and it would show the city that you're serious about defending yourself.
If your neighbors are having similar problems, it would be good for all of you to get together and hire the same lawyer. You could split the cost, and the city would see that they have a group to deal with instead of trying to intimidate each family separately.
If it does come to filing suit, ask your lawyer to take his/her payment out of the settlement instead of you paying up front - no money out of your pocket, and more incentive for the lawyer because if the suit fails, he/she doesn't get paid. I wish you luck in dealing with this.
