I have usb flash drive call hp v250w with 1Tb memorie my pc can deticted it but I can't format?

i tried many solutions and when i try to format it with windows it say that windows can't format this usb ..

Ok, you can't format a flash drive. That is because it is formatted by its own hardware.

What is your PC's OS? If it is Windows, go to Disk Management and select your USB flash drive, right click and then "format".
Also, you can use some software like GParted to do it if you are facing any difficulties with Disk Management.
