I don't really know their genders but they live in a 2.5 gallon tank. Is this like a tag game or are they trying to mate

It's both but keep watching them. If the one that's getting chased refuses to mate with the one that's chasing it, then it will sometimes just eat or kill the fish that's getting chased.
Or just put them in separate tanks, 2 gallons isn't a lot for more than one fish to really like they'r tanks.
