I have this sister in law that has been putting stuff in my soaps & its been making me break out..!?

Stop using those soaps. Buy a new set and keep them hidden, preferably with a lock on them.

Just keep your soaps hidden so she can't get to them. Or just ask her to not do it, cause come, it's a health issue. She should know better.
