I have been trying to crochet a throw and there may be an error in the pattern....it says row 1: ch?

... 3, 3 dc in 3rd ch from hook (one shell made) Ch 3, turn. Then row 2: 3 dc in 3rd ch from hook, slip st in ch-3 space of first shell, ch 3, 3 dc in same ch-3 space, ch 3 turn-2 shells made. The question is...it seems to be more than 2 shells. Is this pattern correct and I am just doing something wrong?
