I have a three prong outlet that has no ground wire connected to it. Is it safe to connect it to a?

Details:

The grounding pole is just outside beside the wall where the outlet is. There is a window so i can run a wire to it. Is it safe? It might not follow codes but is it safe?

No it is not safe. You need to hire someone who knows what to do. That way you have somebody to sue if it doesn't work right. He will charge you, but that's cheaper than a fire. Yes, I once had a fire because the ground wire got bad.
