I have a 9 month old black German shepherd and her ears have not pricked when out playing she would?

...  sometimes put them up  and when she was about 4 months she used to hold 1 fully up and the other up 3 quarters then stopped will they ever prick

This is completely normal for puppies and dogs, I had 2 Chihuahuas that both had 2 ears down, then some days only one would be up , others both would be up, then back to being down. I would say when they hit about 1 year to about a uear and a half is when they have full control of their ears.
