I have two tickets that I need to pay and online it says penalty next to them 
Then I have a court fee that I have to pay also
Is there a way I could pay my two tickets with penalties without paying my court cost to get my license back

You would have to talk to the agency who have those tickets to see if there is something that can be done about your court costs they may be able to help you if you talk to them.
