went on line and looked it up., no where in the us dose it say you have to have it on your shoulder's

i have never see any litigation on the shoulder belt i'm not sure how you can get a ticket for something like that mabe the rules in your state regarding shoulder harness but it might be something they have just implemented and if that was the case mabe they are trying to implement this now i would partition that you can see a judge and talk to him about it see what he has to say

A 2 point is just across the waist, a 3 point seatbelt is from shoulder to waist (across the chest) and then across the waist (3 points). You were in the wrong the officer was correct.
No worries, bad luck getting caught but in my experience traffic cops usually know what they're talking about, beat cops not so much.. all the same he could have just given you a warning..
