I found this info at the bottom at fishlore.com
That type of fish can be very shy and some fish people suggest giving it lots of patience, months even. Give it something to hide in to feel safe. Someone suggested selling it back to the shop and getting a different one. It's up to you. But it's normal what it's doing.
"Just need to give him time. Sometimes it can take months. My gold gourami was VERY skittish for a long time, and would dart and hide anytime I got close. He now greets me at the front of glass and begs for food. But if I make any sudden movements, he will run away and hide. Some are more bold, others more timid, it really depends on the personality of the individual fish."
