I bought a truck last month that broke after 17 days I purchased 3 yr warranty took it for diaignos?

Wasn't honored by wattenty the dealer says I'll fix the truck and paid the 350 and says we will work out repayment of that later now truck fixed but dealer holding it for repayment of the 350 can he do that
