I am Pakistani Citizen, having Driving License issued by Saudi Government when I was in Saudi?

... Arabia, the said driving license is valid till 2020.

I want to go to Dubai, can I drive a rental car in Dubai with this Driving License,

I also have International Driving Permit, issued by Pakistan Government.
