I'd say so. It would make sense. How about your grandparents? I ended up with red hair from both grandpas. Yet, my first dad was 5' 6" and my mom is 4' 10" so I ended up maxing out at 5' 3". For me, I stopped growing at 13, and am now a 5' 3" guy. So even if you don't get taller, I wouldn't worry about it. I absolutely hated it when I was a teen, but as an adult, I found that there were many women who like small guys, and made a lot of male friends as well. Not to mention short women aren't in any way ugly. A girlfriend I had before I moved was 4'11" and she was both cute and strong. Though, while you are going through school, people will try to find anything to pick on you with, so even if you were taller right now, they'd find something, even lie just to get to you. You just have to endure it and realize you're not measured as a person by height, weight, race, etc.
