You need to go to the doctor. I'm not sure about the flakey white patches on your face, but feeling like you have to pee alot then not much coming out yeah. Could be a UTI (Urinary Tract Infection). If you use facewash or something on your face it could be drying your skin out. Could even be your bodywash...

Go get checked for liver/kidney & prostrate. Ask the doc as may be other causing same symptons though unusual for your age but it happens.
