I'd say, become friends with him first. Then somewhat into the friendship, find out his orientation. If you become good friends , through similar interests and hanging out a lot, and if he's also gay, he will probably become attracted to you. If he's straight and you still want him, it's going to be a little trickier but not impossible, unless he's homophobic. If he's the open minded type, you can start by asking questions, carefully approaching the topic of homosexuality, to let him get used to the idea. Heck, I don't know if this helps, but I read somewhere that watching porn together creates a more intimate bond, a lot of tension and the chance that some experimenting might be done, although I don't know if that's appropriate or not, you decide. Moving on, after he gets used to the idea, you could try some ambiguous flirting, not much...just small compliments that shouldn't seem too out of place. Also by becoming friends, your brother wouldn't need to suspect anything. Tag along when they go places, just for the hell of it and after a while, you could ask the boy to hang out with you separately from your brother.
