So I workout everyday sometimes twice a day and my arms chest and everything gets bigger but then after a while my arm randomly gets smaller, I eat a lot and take protein shakes too so I don't get it. Can someone please tell me what's going on

You are right on eating alot. You have to eat big to get big. You should only train a specific muscle group once every 5 days in order to let it heal and rebuild. Your arms are getting bigger because you are not only working them out with arm workouts but they also assist with other types of lifts. When they get swole up it's called getting a pump. Thats when blood fills the muslce bellies to help it heal. The pump will last for a various amount of time then your arms will "shrink" back to normal size once the blood comes out. Every time this happens though your arms will get slightly bigger.
