I don't have much experience in that subject, but I know that the hardest part is figuring out what you really want. It's easy to say "on demand" but hard to understand what that actually means. It seems that you are planning two-way communication, and that implies a network, and it is easiest to use things that have already been invented for the internet. As for what you need, you need an engineer to figure out what you need.
Thanks for your answer friend, but I happen to live on a country with very loose laws on this particular subject. So... can you help me figure out what I would need to set this service up?
