How much sodium acetate, in grams, and 5% solution of vinegar, in ml, would be required to create a 100 ml buffer solution with pH of 4?

A buffer is made of a weak acid and a weak base. The two neutralize each other, but only as far as each will dissolve, and that is determined by solubility. So you need to review the section on solubility and then it is simple arithmetic to find the pH. I studied this about 25 years ago and haven't used it since, so I can't demonstrate it.
