How soon can alternative fuels such as electricity, hydrogen, and biodiesel be used by public?

I have a debate in class coming up, and the teacher would like us to answer this question. All the sources I have found say they are available to some extent, and I don't know how to go about answering this question.

I just need to be able to answer the question of when these alternatives will be available to the general comsumer for use in vehicles.

Well, that's about like asking when we can have flying cars: We already have them, but they are lousy cars and they don't fly well either.
