Ok so this may sound stupid but is there is a time frame for being an alcoholic? My neighbor has started drinking for a month now, is he becoming an alcoholic?

That is a difficult situation. Before confronting your neighbor yourself, try talking with one of his close friends or relatives who don't have a drinking problem. You want to address this problem sooner than later, before it starts effecting his relationships and his career etc.
Does he drink too much? If he is, and is not able to control himself then maybe he is staring to get addicted to alcohol. Talk to him and try to find the reason why he started drinking. Also find out if he is trying to stop it. If he is indeed on the way to becoming an alcoholic talk to his family. I had an uncle whose drinking ways had gone out of control, he finally went to Bellwood Health Services and is under treatment there. They say the earlier you go for treatment the better.
Just because your neighbor has started drinking does not make him an alcoholic... there could be many reasons for drinking such as stress, social events.. etc., an alcoholic usually drinks at alll sorts of hours during the day. My neighbor for example is an alcoholic he spends his whole day in the garage drinking and had his license suspended for a dui. It all really depends on your neighbor's behavior and actions I'd say.
Every day, and that's what is worrying me.
